cygwin unix path is not longer recognized

I had some troubles a year or two back with the Octave installer,
so I went to "The Hard Way" installation procedure outlined in
the attached link.  I have had no problems with this, and Octave
works fine through Cygwin.

Note I did say use the instructions under "The Hard Way".  Not
"The Easy Way".

By the way, you might also want to check out Scilab.
