Installing cygwin NOT from web

Mostly right - but there is no need to actually install Cygwin on your
downloading computer.

Then put setup.exe, setup.ini, and the release directory on the CD. (You may
like to use Michael Chase's clean_setup.pl to automatically prune old
package versions, if you have a preexisting cache.)
