international chars in user name

I was looking at the cygwin code.
Functions like cygwin_logon_user() makes a call to LogonUserA(). It is 
explicitly calling ascii version.
Also parsing of gecos field assumes that it is ascii (functions like 
internal_getpwsid() in passwd.cc).
I wonder if there are other things.
