scid-3.5a: compilation failure on latest cygwin (`PRIO_PROCESS' undeclared)

 PRIO_PROCESS and related stuff [ get/setpriority() ] isn't defined [in
resources.h] for cygwin. You'll have to work around this in some manner, I
hit the same thing when compiling bladeenc some time ago.
 This was fairly easy for bladeenc, might not be at another level for your
project.
