Cygwin 1.1.3 is very old.  I highly recommend upgrading to the latest
versions:

    $ cygcheck -cd cygipc cygrunsrv cygwin postgresql
    Cygwin Package Information
    Package              Version        
    cygipc               2.01-2         
    cygrunsrv            0.96-2         
    cygwin               1.5.5-1        
    postgresql           7.3.4-2
