Invocation of executable file on a machine which doesn't have Cygwin installed

1. Machine#1. Cygwin is installed.
foo.cpp is some c++ program
$ g++ foo.cpp -o foo.exe

---------------------------------------
2. Machine#2. Cygwin is not installed.
Will foo.exe work on Machine#2?
