Cygwin permissions problem

Addt'l info:

  cacls o/p of c:\cygwin\bin\*.* attached.

Note that all the files save one (manpath.exe.lnk) have normal
looking permissions. 'manpath.exe.lnk' is the only one with unusual
permissions.

And the issue that [originally] STARTED this whole mess was my
inability to run 'man' after having upgraded.

Interesting....

Is that a clue maybe?
