Compile within cygwin with -mnocygwin

Yes, Cygwin Perl is compiled without this flag and so WIN32 is
not defined for Cygwin Perl.

You will need to use a MinGW compiled Perl.  I saw some links to
mingw-perl at the MinGW website recently where you should look to
get it.
