Latest coreutils reveals packaging problems with texinfo/libiconv

Actually this file has also been installed by fileutils and nearly
also by coreutils.  It only isn't because I removed it by hand
before creating the package.  Shouldn't that file be left out from
all packages?  I don't see that it's installed on any of my Linux
boxes.
