WFM, under the following conditions:

    1. Cygwin 1.5.7

    2. proftpd runs as a service under a new privileged account (e.g.,
       cygwin_server) created by following the information in the Cygwin

    3. /etc/proftpd.conf contains the following line:

       User cygwin_server
