Tk usage with / from perl in Cygwin env

Has anyone tried using Tk from perl?

I was using a simple script example that used Tk for graphics interaction.
It wouldn't run because it wanted Tk, so I cpanned / downloaded the Tk perl
libs and ran an a make and got:
