Accessing Cygwin from a LAN PC

You  cannot "access Cygwin" but you can access certain services
running against cygwin1.dll: ftpd, proftpd, telnetd, sshd.

There is no VNC for Cygwin, use the Windows ones: RealVNC, TightVNC,
UltraVNC.
