shell cmds crapping out with large numbers of files

Whoops.  Sorry, I should have said that "when invoked via the Windows
mechanisms, Cygwin programs have a 32k command-line length limit".
Unfortunately, that's exactly what seems to be happening in a default
install (i.e., for most people).
