install software (probably simple question...)

You need to ask the GRASS-GIS folks about this.  GRASS-GIS
isn't a package distributed by cygwin.com so there's no
"support" for it here.  But the GRASS-GIS site seems to have 
documentation and mailing lists of it's own.  That's the
place to look for these kinds of answers.
