dlopen, Win32 error 126

I start apache  failure .

$ ./apachectl start
Syntax error on line 223 of /etc/apache/httpd.conf:
Cannot load /usr/lib/apache/mod_rewrite.dll into server: dlopen, Win32 error 126

./apachectl start: httpd could not be started

Could anybody help me?
