For those following along at home, the fundamental answer to the
question is: "Red Hat is not officially involved in the Cygwin net
release".  Another observation is that: "sources.redhat.com (aka
sourceware.org, cygwin.com) is not an official Red Hat site.  It
is maintained by volunteers (i.e., me, and a couple of other guys
using the famous 3+ number that works so well in cygwin)."
