diagrams on cygwin

Graphviz was once ITP'd but didn't make it. Check the cygwin-apps 
archive why. AT&T license problems. 2003-09-25, But builds OOTB.

VCG was suggested instead.

CWM never to my knowledge.

I ITP'd the simplier ploticus (just pies, charts and bars, no graph 
layouter) just some weeks ago, but got stuck with intermediate problems. 
Will fix the remaining minor issues soon (when libming gets through).
