subversion 1.1.1-1 installed in /lib/subversion/bin ?

Is this normal?  All the Subversion .exe's are installed
in /lib/subversion/bin .

This requires me to add the above path to my $PATH.

This seems very odd.  Why isn't is just in /bin ?
