Inheriting parent ACLs?

Actually the opposite.  Adding "nontsec" to your CYGWIN environment
variable (see the first link in the above URL) will do that.  Using
"ntsec" will simulate POSIX permissions using the NT ACLs, and will not
use inheritance.
