expect script hanging: ssh to localhost w/password authentication

FYI: 
  The Dec 16 cygwin1.dll snapshot test case "hung" again in the same way, 
  after I ran a "rebaseall" - just tried this 10 min ago.

Is it recommended that one do a rebaseall each time the cygwin1.dll
is updated?
