expect script hanging: ssh to localhost w/password authentication

If one runs a Cygwin app that needed rebaseall to run previously, it will
need to be run again after an update if it or any of it's components are
updated in the process.  However, cygwin1.dll is not rebased so one need
not run it if cygwin1.dll is the only thing changed.
