New user on Cygwin

Good morning,
I'm Stefano Bigoni, System Admin of University of Ferrara (Italy). I 
installed yesterday CygWin on a Windows XP Professional Platform. I've been 
searching on help the procedure to set-up a sftp external new user, but I 
can't find any information about it.
Could you help me, please?
