rebaseall failure?

While trying to solve my Python 2.4.1-1 problem under cygwin 1.5.18  
it was suggested that rebaseall might solve my problem. Unfortunately  
it didn't. However, rebase all didn't work either. Here is result:
$ /bin/rebaseall
ReBaseImage (/usr/bin/cygiconv-2.dll) failed with last error = 6

(verbose didn't tell me anything more about the errors).

I copied rebaseall and had my copy just save the zcat filtered output  
into /tmp/rebase.lst .
I then moved /usr/bin/cygiconv-2.dll to the very end of the list and  
ran:
$ rebase -d -b 0x70000000 -o 0x10000 -T /tmp/rebase.lst
$

and had no errors.

As in my other post here is my cygcheck output:
