Passwords can be changed using the 'passwd' Cygwin tool (just like in
Linux), as long as the user for whom the password is being changed is in
/etc/passwd.
Changing group membership and adding users isn't currently possible with
Cygwin tools, AFAIK. One could use the "net" Windows command for this
("net user").
