mkdtemp() is not declared

mkdtemp appears to be present (found by configure) but not declared:

calls.c:1490: error: `mkdtemp' undeclared (first use this function)

$ grep -r mkdtemp /usr/include/
/usr/include/cygwin/version.h:      129: Export mkdtemp.
grep: warning: /usr/include/X11/X11: recursive directory loop
