automatic generation of resolv.conf

I did not have minires-devel installed.  I have installed it
and run:

$ make clean
$ ./configure
$ make

The resulting dig.exe is still looking for nameservers in
resolv.conf.  Am I missing a step for integrating
minires-devel?
