openssh under Windows XP

I am having a problem installing the ssh server daemon
sshd under Windows XP.
I keep on getting the following error:
$ ssh-host-config -y
Overwrite existing /etc/ssh_config file? (yes/no) yes
Generating /etc/ssh_config file
Overwrite existing /etc/sshd_config file? (yes/no) yes
Privilege separation is set to yes by default since
OpenSSH 3.3.
However, this requires a non-privileged account called
'sshd'.

/usr/share/doc/openssh/README.privsep
.
Should privilege separation be used? (yes/no) yes
Generating /etc/sshd_config file
Host configuration finished. Have fun!
I have created the sshd user under Windows and in
cygwin /etc/passwd
When I look in the event log under Windows XP I can
see this error message:

Does this ring a bell by anyone?
My Windows admin told me it might because there is a
limit fo how many open socket connections the Windows
XP pro can have open at one time and should try on a
server version of Windows.
