latest snapshots vs. Win98

With the latest round of snapshots (I just got around to trying 20051023
through 20051104), every cygwin process is hanging at startup on Win98.
Even "cygcheck -svr" hangs and fails to produce any output.  I had to
revert all the way back to 20051022 to get anything to happen with
cygwin processes on Win98.
