rxvt as replacement for windows terminal

Windows programs don't understand Cygwin ttys.  The workarounds are:

   - Don't use Windows programs with rxvt.
   - Go back to using cmd.exe (without 'tty' set in your CYGWIN environment
     variable) if you must use Windows programs.
