Missing /bin/sh link

I'd like to know whether other people have seen this problem.  I did a
new installation on a C disk and found that files were missing.  The
cause was a missing link - no /bin/sh. I did 'ln -s ash.exe sh.exe' and
reinstalled the
packages, and all was well.
