[ANNOUNCEMENT] Updated: w32api-3.4-1

I have released version 3.4-1 of the w32api.  In addition to the
changes I have also optimized the compilation based on information from
the previous maintainer, so the binary sizes have been reduced.

The w32api includes headers and libraries required to compile windows
based applications.

To update your installation, click on the "Install Cygwin now" link on the
http://cygwin.com/ web page.  This downloads setup.exe to your system. 
Then, run setup and answer all of the questions.
