  Since you still found the problem in safe mode, I don't think there is a
process running that is holding the files open, because it shouldn't have
started in safe mode.

  Instead, I think you have hit the permissions problem described in point 3
of the FAQ entry; please try using explorer to take ownership of the files as
described there, then try again to delete them.
