Fixing the state of C++ in Cygwin

Octave on Cygwin would also be helped if libstdc++ were built as a
DLL. Has there been any progress on that? Is there anyone else who
is interested in having a DLL for libstdc++? If there are problems
that prevent this from happning, what are they?
