install Crypt::CBC in cpan shell in Cygwin

This file is just a readme containing a security advisory, and doesn't
get handled by the /::/_/ magic.

Since this readme doesn't get installed, this is not a problem.

Alternatively, build this module with cygport and the attached .cygport
file.
