How to install cygwin without internet connection?

Hi,

we have some (~20) PCs here, which have no connection to the Internet.
Reason: Security!

Question: How can I install cygwin on such PCs?
  (The recommended method with "setup.exe" doesn't work!
   I'm able to download files and carry them to the internal network)
