I think here comes the last packaging error:

Your postinstall script tries to copy from etc/defaults/etc but your *.conf
files are in etc/defaults/etc/clamav.

#!/bin/sh

for f in clamd freshclam; do
  if [ ! -e /etc/$f.conf ]; then
    cp etc/defaults/etc/$f.conf /etc/$f.conf
  fi
done
