Running SP1 (Win SP).  Root means "/" = "C:" (they are the same).  I'm using
the latest downloadable.

Note, I am missing 9 directories from the root.
I don't know if your theory would allow for 9 missing directories.
It might: I have 8-10 mounted directories in my root directory
(some point to non present or non-mounted devices).
