This was just a minimal test case.
$ bash -c time ls
Segmentation fault (core dumped)
However,
$ bash -c 'time ls'
bin cygwin.bat etc lib sbin usr
cygdrive cygwin.ico home proc tmp var
real 0m0.025s
user 0m0.046s
sys 0m0.000s
