Cool!  Thanks for this patch, I've just moved the `case 'D'' part into
the #ifdef CYGWIN area.  I've added a matching description to
/usr/share/doc/Cygwin/inetutils-1.3.2.README and I've just uploaded
a new inetutils package which includes your patch.
