FYI, this problem persists in the latest cygwin release. Or as I would
put it, "cygwin 1.5.17-1 good, 1.5.19-4 bad". I'll around get to it as
soon as I'm retired, I promise...

Source file 1: ==> testdll.cpp <==
    #include <string>
    std::string test() { return std::string(); }

Source file 2: ==> main.cpp <==
    #include <string>
    std::string test();

    int main() {
        puts("hello");
        test();
        puts("goodbye");
        return 0;
    }

Commands applied:

    g++ -Wall testdll.cpp -shared -o test.dll
    g++ -Wall main.cpp test.dll
    ./a.exe
