getline() and getdelim() in /usr/include/sys/stdio.h

Hi.

cygwin-1.5.19 has introduced getline() and getdelim() in 
/usr/include/sys/stdio.h. Since they are GNU extensions, I think that 
they should be enclosed with #ifdef _GNU_SOURCE. ... #endif.
