Indeed, as one of the adds to this bug said, this is a target (i.e. 
cygwin)-specific issue.

On Linux, gcc (at least 4.0.x, which Redhat FC4 comes with) prints out 
only __STDC_HOSTED__=1 when you do

   cpp -undef -dM < /dev/null

I'm guessing this should be taken to cygwin-apps now?
