apache2 on xp

I are not sure if modperl 2.x running on apache2.2+ ? and I only find
the Catalyst engine specialized for Apache2 mod_perl version 2.x
Catalyst::Engine::Apache2::MP20, I am not sure if the engine running
on apache2.2, so I choose apache2.0.

I read the readme of both apache2.0 or apache2.2 and tried to install
it as a server, but my cygwin doesn't have cygrunsrv installed, I
don't know why?
