GDB Ctrl-C Interrupt Fails WORKAROUND

Since using CTRL-Z only works on a running program when using CYGWIN=tty
this would YA fall under what I have previously mentioned and repeated.

However, since gdb wouldn't know what to do with a CTRL-Z it's hard
to see how this helps.
