Replacement for sigtimedwait in cygwin ?

sigtimedwait (signal.h, sys/signal.h) function is only enabled for 
RTEMS. Why so ?

If there is no workaround for sigtimedwait in cygwin, how to use 
pthreads-win32 in cygwin ?
