Still seeing "Win32 error 1062" starting sshd with "cygrunsrv -S" with openssh-4.5p1-1. Suggestions, please?

Check folders or files (including logfile) permissions first.
I found useful to run FilemonNT from Sysinternals and restart service
to see what happening. Sshd just might be unable to write logfile or
read configuration files.
