ssh search identity in wrong directory

Nope, it looks in the directory found in your /etc/passwd entry.  ssh
never uses $HOME.

I have a similar problem.
$ ssh -v root@172.20.11.200
OpenSSH_4.5p1, OpenSSL 0.9.8d 28 Sep 2006

debug1: identity file /cygdrive/u/.ssh/identity type -1

debug1: match: OpenSSH_3.5p1 pat OpenSSH_3.*

How to make ssh to look for files at the /cygdrive/c/.ssh/ directory?
How should I modify /etc/passwd?
