gpg: keyserver error

> gpg: keyserver receive failed: keyserver error

I get this when I try to --search-keys or --recv-key.
I am using keyserver hkp://subkeys.pgp.net with gnupg
1.4.2.1-1 and cygwin 1.5.21-2
