tcsh executing .com files under Cygwin DLL 1.5.21

When I upgraded from Cygwin DLL 1.5.19-4 to 1.5.21, tcsh started trying to 
execute files on the path with extension .com, with often fatal results.
Bash still ignores them.  Here is an example:

[B3DTOSHI] ~ 37 % echo $version
tcsh 6.14.00 (Astron) 2005-03-25 (i386-intel-posix) options 8b,nls,dl,al,kan,rh,color,dspm

[B3DTOSHI] ~ 38 % diskcomp

Invalid drive specification.
The specified drive does not exist
or is non-removable.

[B3DTOSHI] ~ 39 % loadfix
       3 [main] tcsh 640! _pinfo::dup_proc_pipe: DuplicateHandle failed, pid 640, hProcess 0x71D, wr_proc_pipe 0x774, Win32 error 6
Error: No program name given[B3DTOSHI] ~ 40 %

[B3DTOSHI] ~ 41 % bash
bash-3.1$ diskcomp
bash: diskcomp: command not found

Is this the way you want tcsh to behave or is it a side-effect of some 
other changes?

This is under Windows XP.
