Actually, that might not be a bad idea.  Those who want literal \r would
edit cygwin.bat or ~/.bash_profile to turn the shopt off, but leaving the
default on would certainly minimize complaints of new users.  Any other
opinions on this matter?  I'm not going to make such a change without more
discussion on this list, first.
